Africa accounts for less than 4% of the global greenhouse gas emissions but finds itself on the frontline of the climate emergency. The IGAD region remains among the most vulnerable, disproportionately bearing the brunt of climate change. Africa continues to lose five per cent to 15 per cent of its per capita economic growth due to the effects of climate change.
Adaptation remains the highest priority; however, overall climate adaptation funding has been underwhelming, accounting for only 24% of the total climate finance needs identified. Africa needs USD 2.8 trillion to implement its Nationally Determined Contributions under the Paris Agreement between 2020 and 2030, yet, annual climate finance flows stand at only USD 30 billion.
IGAD CAEP supports Member States in transforming their development pathways by putting climate adaptation and resilience at the centre of their policies, programs, and institutions. However, implementation requires financial resources.
